libltdl-dev software package provides System independent dlopen wrapper for GNU libtool, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libltdl-dev
libltdl-dev is installed in your system.
Make ensure the libltdl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libltdl-dev *
You will get with libltdl-dev package name, version, architecture and description in a table
